dc.description.abstract	The state is the highest organization in the life of the people in a region. As an organization, the state has goals that are contained in the state constitution. In order to realize the goals of the state, it is necessary to form a government structure. In the present context, the state does not only act as a night watchman, which is only to maintain order and carry out the law, but more than that, the state has a duty to prosper its people. Bureaucratic reform has been widely recognized in Indonesia both at the conceptual and practical levels.
