dc.description Sebagaimana difahami bahwa konstitusi merupakan hukum dasar yang dijadikan landasan dalam penyelenggaraan negara. Sebagai hukum dasar, konstitusi dapat berbentuk tertulis dan tidak tertulis. Konstitusi yang tertulis di Indonesia disebut dengan UndangUndang Dasar. Konstutisi mempunyai peran untuk mempertahankan esensi keberadaan sebuah negara dari pengaruh berbagai perkembangan yang bergerak dinamis. Oleh karena itu, konstitusi yang ideal merupakan hasil dari penyesuaian dan penyempurnaan untuk mengikuti segala perkembangan, khususnya yang berkaitan dengan keinginan hati nurani rakyat. en_US
dc.description.abstract The 1945 Constitution has been amended four times, the changes that have occurred are considered more nuanced in terms of political needs. The 1945 Constitution as the highest law that should be able to become the voice of the people is dominated by the tug of war interests of political parties. Article changes are only articles related to the authority of the head of government and Indonesian institutions. Therefore, the Constitution of the Republic of Indonesia is substantially and procedurally not able to touch the needs and participation of the community. If you look at Law Number 17 of 2014 concerning the People's Consultative Assembly, the People's Representative Council, the Regional Representatives Council, and the Regional People's Representative Council, the actual need for community participation is part of the tasks of the MPR, but until now the task of the mandate of the law is completely has not been able to be implemented. en_US
