dc.description Demokrasi dalam sebuah negara dapat ditandai dengan adanya sebuah pemilihan umum yang dilaksanakan secara langsung oleh rakyat dari rakyat untuk rakyat. Demokrasi di indonesia tentunya mengalami berbagai macam perubahan dan perkembangan dari berbagai macam sisinya. Terlepas dari semua itu salah satu tujuan pemiliha umum untuk masyarakat adalah memilih pemimpin yang adil dan mampu memberikan kesejahteraan bagi seluruh rakyat Indonesia (Hadi, 2015). Dalam sistem demokrasi, Sartori mengatakan bahwa demokrasi adalah istilah umum atau universal yang tidak ada sistem demokrasi yang berlaku sama untuk semua negara (Sulardi, 2012). Demokrasi sendiri berawal dari hubungan antara negara dan hukum bersama masyarakatnya pada era Yunani Kuno yang telah dipraktekkan sejak Abad 4 Sebelum Masehi. Pada masa itu konsep demokrasi yang terapkan adalah demokrasi langsung yang mana rakyat dapat memeilih sendiri terkait dengan kebutuhan public yang salah satunya dalam memilih pemimpin. Dalam perkembangannya demokrasi mengalami dua kali bentuk perubahan pada masa Yunani dan Romawi Dimana demokrasi berawal dari demokrasi negara kota berubah menajdi bentuk demokrasi negara nasional atau negraa dengan bentuk yang lebih luas (Dahl, 1998). Menurut Robert A. Dahl terdapat beberapa akibat dari adanya penerapan demokrasi disebuah negara, yaitu; perluasan yang tidak terbatas, batas demokrasi menjadi partisipatif, keanekaragaman dalam konflik, pluralisme sosial dan perluaasan hak-hak pribadi (Dahl, 1998). en_US
dc.description.abstract A country is said to be democratic when the general election system is implemented. Likewise with Indonesia, which throughout its post-independence journey has run a general election system, both legislative and executive, with various formulas and changes. Indonesia then began to improve its constitutional system, preceded by amendments to the constitution, namely during the reformation period in 1998. In changing the constitution, the construction of general elections, especially in the presidential and vice-presidential election, underwent significant changes. This can be seen from the term of office of the president, the election system, the origin of the president to the dismissal process. Unfortunately, changes to the constitution are not directly proportional to the implementation of the election law. The general election law, especially for the president and vice president, is increasingly experiencing ups and downs of democratic values. Then how to see the ups and downs of democracy in the presidential and vice presidential election in Indonesia. This writing method is normative juridical with collection techniques with library data. The type of data used is secondary data which is then analyzed descriptively qualitatively. The ups and downs of democracy in the presidential and vice-presidential elections in Indonesia are then reviewed by the authors using three categories as analysis tools, with the following results and conclusions. First, the threshold for presidential and vice-presidential elections to become an entry point in simplification of political parties for the sake of strengthening the presidential system is inappropriate. Second; related to the construction of Indonesian political parties. That the simplification of political parties must pay attention to fundamental reasons that cannot be separated from. Third; related to general election law products, the general election law from time to time experiences a process of democratic decline. en_US
